Get a copy of DebugView from Microsoft and install it on the HAL PC.

Turn off HAL's attention word so you dont get extra debug messages we dont need.
Start DebugView.
With HAL running, go into the HAL Config, Insteon, Advanced. Set the Debug level to 4.
Reproduce the Insteon Issues a few times. If possible note the line number of the start of each attempt.
Post or Send the the output of DebugView to AL with a detailed description of the problem.
